Sheffield Wednesday Deals with Major Issues, States Football Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

Sheffield Wednesday's ongoing struggles are seen as a "significant problem" and the independent regulator is aiming to acquire authority to examine team situations in similar circumstances, the recently named head the official has stated.

Through a comprehensive talk, the chairman, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations associated with the football team recently.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on multiple instances, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," Kogan told.

"The club represents one of the iconic names for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have the club and similar situations brought to our attention if they require examination and addressed."

Monetary Issues and Ownership Situation

The club's controversial proprietor the Thai businessman suggested earlier this year he would be open to selling the club at their home ground, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in March and May caused limitations by the English Football League (EFL) in June, blocking the team from conducting any player acquisitions for the following recruitment periods, although the ban was rescinded in August.

Authority's Position

The regulator explained: "The position was created for the Owls followers, other clubs in similar situations where supporters are loyal to a local institution that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the supporters."

Questioned about whether the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to collaborate with owners.

"The last thing what we want to do is start getting involved with an particular organization, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you look back over the history of football, over the recent generations there have been particular chairmen, not many, but some who have been irresponsible in the way which they've been managing their organizations and finally don't wish to take responsibility for the coming years."

Wednesday followers have been voicing opposition to the team's chairman in recent months

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to detail the scope of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made might evaporate incredibly quickly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Considerable investment entering the sport and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I completely endorse the prosperity and expansion as an commercial operation of the top division.

"Being fully aware of the concern of undermining the division as a high-quality offering of England. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a considerable comfort."

Partisan Associations

Kogan is still facing a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in 2020.

The 68-year-old provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I am no longer involved in any sort of politics."
